UPDATES ON 2014-2020 MED PROGRAMME

A Kick-Off of the 2014-2020 MED Programme was held in Marseilles on 23rd June. The event, which was attended by a considerable number of participants from all over the Programme area, was organised to illustrate the new main Programme characteristics and major differences with 2007-2013 MED Programme.
The new Programme includes a wider cooperation area, with three more regions – Valle D’Aoste (IT), Midi-Pyrénées (F) and Lisbonne (PT). The whole area includes 13 States from the Mediterranean coastal regions – 3 of them are EU candidates/potential candidates.
MED has an ERDF budget of around 224 million euro and 9 million for IPA Fund. The co-financing rate for beneficiaries that are not concerned by State Aid (mainly public bodies or public-equivalent) is 85%, whereas economic operators and other structures concerned by State Aid receive 85 or 50% co-financing rate.

The Programme features:

  • Priority Axis 1: Promoting Mediterranean innovation capacities to develop smart and sustainable growth;
  • Priority Axis 2: Fostering low carbon strategies and energy efficiency in specific MED territories: cities, islands and remote areas;
  • Priority Axis 3: Protecting and promoting Mediterranean natural and cultural resources;
  • Priority Axis 4: A shared Mediterranean Sea.

2014-2020 MED introduces a new project organisation by module types:

  • M1 – Studying: Designing common approaches and strategies at transnational level;
  • M2 – Testing: Pilot demonstration actions;
  • M3 – Capitalising: Transfer, dissemination and capitalisation

In the first call, project proposals will consider one single module or two modules (M1+M2 or M2+M3).

A special focus will be set on:

  • Synergy mechanisms, thematic communities and clusters;
  • Performance and measurable results;
  • Enhancement of the participation of the private sector and civil society.

The first MED call for modular projects will be issued on 1st September and will close on 2nd November 2015. It will concern Priority Axes 1-3. This week the Terms of Reference have been published on the Programme website, to allow potential beneficiaries to start the project preparation. Within July the Application Manual will be ready.
